Database entry/reporting app

This is a fairly simple database reading reporting app. I run a vending machine route. I need a database to keep track of my machines, the selections, prices, par amounts etc. The database should be available via the web. All of the tables should be downloadable into CSV form. Access to the database itself should be limited to admins. I’m familiar with database programming. There doesn’t need to be a lot of time spent on the database itself or the admin tool. A lot of it can be done with standard web database tools. I also need an app for my route drivers to do basic data entry while they are loading. They will enter in the machine number. The app will then show textboxes that correspond to every selection in the vending machine. The various machines have different numbers of rows and columns so the app needs to show the appropriate amount of boxes for each machine. The drivers will count the number of snacks on each coil remaining in the machine. They will enter the number into the textbox. When they are finished entering all the data, the app will then look at the database file and find the par amount of the snack that should be in each coil of the machine. It will also look to see what snack is in that coil. For example, after selecting machine 45, the driver enters 5 in the first row, first column. The app will look to the database and see that machine coil A1 in machine 45 holds chocolate chip cookies and that the par amount is 8. It will inform the driver he needs to put 3 chocolate chip cookies in the machine. It will do this by producing a screen with a pick sheet for him to use at the truck. The pick sheet will be ordered in reverse order of the coils on the machine. I don’t need fancy formatting or anything like that. If it can be done with little effort, I’d like only a number pad (and not all the letters on the keyboard) to pop up when the driver goes to enter in the counts. Having the numbers only will make the numbers bigger and make it so that he can enter them faster. I’d also like him to be able to tab immediately to the next text box without having to leave the number pad and click on the text box manually. The same guys will be using the same app repeatedly. The idea is to make it extremely quick and not to make it visually appealing. At the end of all of the coils, he will also enter in how much money he took from the machine. There should also be a button where he can pull up a comments field. He could use this to send location requests, mechanical notes, etc. back to the home office. Occasionally, the driver will be at a machine where he cannot get a data signal. I’d like all the relevant data to be downloaded onto his phone. I’m presuming it would be just the tables that said the products and pars for every coil of every machine. Since the admin will be changing these files, the app should refresh itself from the web version at least daily. The app should create the new records telling me that he has entered the new product as soon as he enters it. If he is away from a data signal, it should hold the information and upload it at the first possible opportunity. Ideally this app should work on iOS and Android. Android is mandatory. iOS is not. If its significantly more expensive to do both, we’ll just do Android. I’d like a quote for it both ways.
