Hello, Hopefully, me and my small company can help you with this project. We have experience making Android apps and websites working with those apps. Looks like your app requires some way to post content and allow other users to make bids on that content. Probably, with some payments done through app. Access to posted content will have users not far from the author or those who belongs to his community/group. So, it looks like there should also be some group/community management done with app. Not clear you you have a backend website for it already or not.
