Loan/Lending APP wanted. -- 2

I am looking for an app developer to make an app specifically for loaning money. Similar to how Earnin has its wheel, a borrower can select up to $100 max (I can increase the amount for individual borrowers based on their repayment history.) how much they want to borrow. I want to be able to control the annual fees I charge, meaning I can offer any rate for any person at any time. So let’s assume I am lending money to my brother, I send him a link to download the app, he downloads it, electronically enrolls, and agrees to a "promissory note to repay me back weekly/monthly until the loan is paid in full, uploads his government ID and paystubs and proof of address (to ensure if I am not paid I can take legal action). Will need to be linked to allow money deposit into bank account as well as withdraws. The above documents should be mentioned and displayed during the enrollment/ sign up phase. The borrower should be to scroll all the way down to continue to the next page. something like that. I figured I can lend money to my friends in college. In the enrollment screen the person(borrower) should be able to read the promissory note, terms and conditions and any other document, read and agree before proceeding. I would be the sole lender, no one else, in the “back end” as the admin, I should be have full functionality to amend any documents I upload as well as review uploaded documents from the borrower, such as Government ID, paystubs to ensure they work and can repay me back, and other. I should be able to receive a “copy” of their electronically signed agreement as well. I have seen this before on the earnin, solo, lenme, and zirtue apps, HOWEVER, I will be the sole lender. So this way I can send a link, the person/s can download it. and its more direct contact. I control the loan fee and repayment if weekly-bi-weekly or monthly. I should be able to offer the borrower my terms and they should have the option to accept or decline the loan based on their judgement. The app should be compatible and capable to instant deposit feature such as cash app, from and to bank accounts. HOWEVER (no reloadable or prepaid debit cards are allowed, must be a direct bank account with checking routing and account numbers). The app can be published but in reality, I will be the only lender, and I will be lending mostly to friends and family, like college friends or people that I know. Also, I should have an admin access to ADD an additional lender if I wanted to share the app. Should be both IOS and Android. small project, must be clean and clear like google lol. Nothing too out of the ordinary, I don’t want people really getting confused. The borrower should have all their documents that they electronically signed when enrolling at all times available for them, so maybe a quick folder in case they need to review. Similar apps are: Earnin, lenme, Solo funds, Dave to name a few.
