Write an Android application

I am looking for a freelancer to create an android based VoIP application. The system should work like this. 1. A Call is received in Mobile 1 (M1) 2, App in Mobile 1 (M1 App) receives the call and asks for extension number 3. When extension number is dialed, it will ask for the number to which the call has to be connected. (For eg. I am calling to a mobile in India, the mobile automatically answers the call using an app and asks for the extension number of another phone with the same app that is in US. Once the extension phone in US is connected, it will ask for the number of my cousin in US. On dialing that number, extension phone in the use will dial my cousins number (using phone balance) and connects. Now me and my cousin can talk.) The same process to be done in the other direction as well. If required of a server settings, you should be able to set that as well. 1.
