Unfinished Java/MySQL Order Entry Web App

We are an Export Management Company that uses a custom built program created 10+ years ago for Windows to create orders for products that get sent out to the customer to verify. We had reached out to an indepedent developer to create a new Java/SQL app for us but after spending over $3K, he never responded and provided us with a broken product. We need someone who can look at this unfinished code and finish it. WE DO NOT WANT TO START OVER. A lot of money and time has already been invested. Here's how the current application works. - The program uses a database of suppliers, products, and distributors. Each supplier has a product price list database that gets updated often. When creating the order we select the distributor that placed the order, then we select the supplier and then the products they ordered with quantity, size, volume, etc. - The program will let us create an order that is then exported as an excel file and emailed to the client to verify and confirm. - The program keeps track of orders so we can revert to them at anytime. This is all stored in a database file. We need to be able to login, create an order, update the price list database, add new suppliers. Be able to modify every aspect of the content because it does change often. It then needs to be able to export the order (prefer as a PDF) and email the client.
