Hi, I can develop this so records can be inserted via internet. If the input will come from different computers, I would recommend to do website from which user can use a form to insert the data. I've designed and installed many DBs probably 100 times in my 20 year career. I think MariaDB (formerly MySQL) would be best for you. I could do this quick, and then we could look for a way to populate from the web, which isn't so hard either. i've done that many times too.

I took a look on the database in excel file, I had some concerns on the GUI of software, so I would like to discuss with you in more detail. I will use ASP.Net, VB.Net to build a webpage allowing you to input data to database. the database will be used mySql. The webpage will deploy to IIS server then you can access it wherever.

Hello, i believes this one is a great task to complete. First of all i would preferr the business logic layer which implementt the alteration of the database in a webservice layer. That could aid to create the possibility of enter records into the database from the internet. After once choosing the webservice technology there could be several types of client programs made which could be used to enter data into database (desktop application, website, mobile application, etc). The webservice would be placed on the same server where your database is and would record the data into the tables.
