Input from JSON/CSV into a MySQL database with user interaction or CLI args

Read data from JSON or CSV (STDIN or from a file) for entry into a MySQL database. The software will take input (interactive or CLI) to determine which record in the database should be updated (or, if new, create a new record); the software will check for existing keys to determine if the record is new or is to be updated; the software will have the option to update existing or only add new records (interactive will ask; CLI will default to not-overwrite but can be given a command line switch to update); if existing record has fields which have only additions (eg the key exists but not all fields are populated in the existing record and there are no key/field conflicts with data from the JSON or CSV) the software will automatically add the new field data. The JSON/CSV format to be a schema of 9 key/value pairs per record in a single-depth form. Three MySQL tables will be read and updated per the above.
