load csv file into table in SQL server and initiate process from a browser

Very simple CSV file (two columns) needs to be read into SQL server database. The process needs to be initiated from a browser via a call to a sql server stored procedure or URL. I am not sure what is possible. From a browser the file name will be passed as a parameter and the file will be loaded from a fixed network location into the sql server database. Can this be done via an SSIS package? Is there a way to run such a package from a procedure and pass the file name? Or from a browser URL? If the variable name is a problem I can set it to be fixed and always use same file name, but prefer to have it variable. Ideas welcome.
