TimePicker ASP.NET User Control

Create a TimePicker ASP.NET User Control using an asp:textbox, Image of a clock with onclick method that opens a popup window with a digital time picker. All code where applicable will be C#. Clicking on the image of the clock will pop open a window with a digital clock(see attached image), the user chooses the time using this. The value selected here will be input into the asp:textbox. Alternately the user could just type in the time. The asp:textbox should have an onblur event that verifies the user has inputted a real time. Do not use a 24 hour clock, but one with AM and PM. Onscrollup and OnScrolldown events should work on the clock too and should advance or reverse the minute or hour. Advance on the minute should be done in increments of 5 minutes and should always be a multiple of 5. Clicking on AM will switch to PM and PM to AM. The attached image is a guide. All graphics need to be updated. We would need the graphics to follow the upcoming microsoft windows longhorn style for the control.
