33078 email extract and send script

Hi, We need a server side script which will: 1)either extract an email address book from OUTLOOK, or have an upload feature to upload the address book from the desktop after its been manually extracted (same fields as those shown in the exported copy - no editing). 2)Auto deduplicate the list by comparing it upon upload with the existing list therefore only adding the addresses that are not already stored. 2b)server side - add new contacts manually. 3)Once uploaded we need the ability to send emails/ newsletters to all the email addresses, the script needs to have similar features to [login to view URL] (online demo available) in particular: HTML or Text-based Newsletter ability to upload, select and edit an email template online. 4) the script also needs to have an online newsletter subscription option which can be incorporated into the website so people can subscribe to the newsletters via the site. 5)when the emails are sent they need to be sent in a trickle so they do not overload the server and go undeleivered. The emails need the small remove me from list link in all emails sent We dont need the send schedule, or the ability to add groups but everything else we need.
