14861 Ad Website (Adsense/clicksor)

Im looking for a website will have 2 user interfaces. One for the advertisers (customers who will purchase advertisments) and a interface for publishers (users who place ads on there website). I want to have an admin panel which i can monitor where clicks are coming from and what clients are bidding, publishers account balances, and advanced tracking in the java script codes that publishers put on there website to generate clicks...In the advertisers section i want them to be able to create a fully customizeable marketing campaign from C.P.C (cost per click) to CpM (cost per 1000 impressions) CPV (cost per visitor (popunders) ) and CPA (cost per action)... i want them to also be able to select websites they would like to market through... meaning in addition to having our advanced programs find a perfect match for your banners to be placed you can suggest like 5 websites which you would like to market on. In google adsense it gives you a E-CPM, number of clicks and a click through ratio, i want all of that. i want it to be like clicksors interface where to put ads on a website you must submit it to a system admin for approval. I want a ticket help system for all support needs. I also would need a java script code which can determine what ads to place on the webpage (google and clicksor both have these codes and i can provide to you a code for it if nesecarry for more ideas)...I want publishers to be able to have live stats and easy customization of there advertisments so it is simple to ad color to the ad's...They should also be able to Block certain advertisments and choose what kind of advertisment they want to put on there site...I would need a payment system coded to where it keeps tabs on what has been paid, what has not been paid and who needs to be paid etc...I would have my publishers on a NET 30 basis meaning at the end of the month they must wait 30days to recieve payment. I also want the publishers to have a choice in who they market...Something like a section for clients (advertisers) who just dont really care what websites market it etc publishers can pick up projects...I also would like a web layout done for this site... For payment i would need a payment system so we could set up a merchant account (gateway) paypal program and a check system, so customers can choose how to pay and publishers can choose too. Now for the writing part of the website i need a Privacy Policy, Publishers Policy, Advertisers Policy, and all of the content written for the site...Including a Welcome Page (something like [login to view URL]) and all pages necessary for this project...i will give pointers on what content needs to be covered in the writing but i want to rely on the writer i hire to make this a very profesional site with very understandable grammer etc...
