93200 Upload Feature-Repair Access

Hi, I have two sites: #1: Has three levels of access. Admin-miniadmin-user. The miniadmins can upload files for their users. Only their users should have access to these files. Other miniadmins and their users should not be able to view or access these files. Make this work or write something that will. #2: This site allows you to register and then pay to access. once you make the original payment it should always allow you to access your user page where you can Activate or Deactivate your subscription. For some reason I can't get pass the original payment screen and get to the user home page. I need a really good programmer. This shouldn't take more than 3-4 hours of work. Can't waste time on this.
