If you require the same features (#1-#11) on a website, that can come naturally, else it will serve the purpose of a backend. We will also develop an XML / JSON based API that would feed data or receive data from the Android smartphones. An android application will be developed with all the 11 modules that you have mentioned. However, you have not mentioned the features that you want for each. The costs & time may have to be updated depending on all the features that are required for each of the modules, and hence, we request you to share the project in more detail with us.
