I know how to use tweetdeck, been using it for a while lately. It was available for NWJS (node webkit) but now it's migrated to be available directly from twitter.. It'd be trivial to automate the application by injecting some code in the browser version (a client side browser script) that could communicate with a desktop app that feeds it a formatted list of tweets to be retweeted.. (could be written as another nodejs application).
