Create Sound CLoud App ( recorder and uploader ) in php and html5/flash

Dear developers I want create a SoundCloud App for my underdevelopment Website. basically all i want to is allow users to Record their sound track through my website (or on soundcloud developer's audio recorder- but through my site ) and upload it on SoundCloud then post it/share it on my site automatically without having leaving my site. that means that the user must be able to login on (soundcloud) through my site , record voice file and upload it on soundcloud ( without using any of my hosting service resources ) , then Share it / post it on my site ( my site is still under development , we will talk more in details when you bid ) it's alot similar to this Free app [login to view URL] but i need it to look a bit nicer and quality i know that you will need to allow the users to Login first to soundcloud so they can upload there sound track most importantly :- __________________ -i want the app to be available on as many devices as you can (pc ,tablet.android..etc ) and as many browsers as possible ( chrome,firefox ,opera ... etc ) -since some of the browsers have stopped using Flash(action-script) and started using html 5 instead , creating it in html5 would be much appreciated -i want to use the visitor resources instead of my Hosting server resources in the uploading part of the process just like the Link above. some useful Doc for SoundCloud Dev [login to view URL] Please start bidding with your offer and we will talk Thank you.
