Custom WooCommerce Backoffice plugin

This is the first Freelancer project we are posting so excuse me if I am missing any guide lines. All type of comments are welcome. A short introduction: ====================================================== Our website uses Wordpress + WooCommerce to sell daily deal products. We sell the products first and then buy the necessary quantity (amount sold + some extra) from our suppliers. When the supplier delivers the products to our warehouse, we pack them into separate packages and ship them to our customers. The extra amount of products that we bought remains in the warehouse until they are sold out. WooCommerce has a stock feature which we use to only sell what we can (have on stock), and no more. We enable this feature when we buy the lot of products and enter the remaining stock (total lot amount minus the already sold amount of products), so that the site has an accurate stock of what is available to be sold. All of the orders are currently daily exported and we then put them into excel sheets to see what we can send out and what not based on what arrives in the warehouse. A lot of manual work is currently being done that we want to automate. We use PostNL to ship out packages and they send two types of packages: "Bus": Bus orders are small packages that fit through the mailbox of a door opening (Europe standard). "Bel": Bel orders are larger packages that do not fit through the mailbox door opening and for these deliveries the doorbell should be ringed by the courier to hand deliver the package to the recipient. Some orders are (sometimes partly) returned which stock should also be updated but currently also requires manual work in which often mistakes are being made. ====================================================== To automate the processes above we have thought out a system that we need: - Ability to add "Stock orders" (A specific WooCommerce product order with the supplier and the qty ordered) which will then be integrated with the Live stock. - The system should only export orders that are in actual stock in the warehouse (not the WooCommerce product stock, but our own "Live" stock) - A Returns section where the customer or we can submit a return before being returned which gives back a return code for ease of use for the warehouse and a prefilled return form There is some more details to be explained about this project but Freelancer.com only allows 4000 characters.
