Debug Wordpress and Fix Out of Date Cache

I need someone who has previous experience debugging and fixing cache issues. I use W3 Total cache and my homepage is showing old articles, although new content is posting every day. Visitors are having to manually refresh the page in order to view updated content. My media uploader is not showing my media library. The ajax spinner never stops spinning, and never brings up content. Also in relation to this problem is that featured images, and quick edits do not work. I have disabled all plugins, gone back to the original theme and still have this issue. So I need someone who can debug, rather than try simple wordpress steps in order to fix the issue. I prefer working with freelancers who are certified, so therefore those will get the bid.

I can fix this issue in 100 USD and this will never come and harass you anymore plus you will not lose any of your data from the system and it will not affect the speed and caching of the the server, but for the solution you have to have VPS when I can change and create custom functions and run for WordPress Look forward for your reply. Hello, I have 5+ years of experience in Linux and Wordpress site fixes. First of all to get to the root of this issue, We need to see from where the files are being served. Strace can help us on that. We also need to check the web server access logs to investigate further. I need SSH access to the server so i can fix this issue as quickly as possible.
