AWS - server login without keys

Want to be able to have documented steps to create a Amazon Linux server and allow logins with username and password. It is clear the less level of security, but don't want to have rsh keys for each user on a server that will be up for a short while. need to be able to login with username and password. need to be able to login with root and password. Please only BID if you know how to do this and are certain you can do this? Expecting this is something easy for about $10 or so and will be something scripting person with AWS username and password logins or otherwise would know and understand, no keys can be involved. Please note there is hope we can mutually complete this task; we can leave each other nice comments and 5 stars for each.
