X-Cart Template Creation

What i require is a very nice template skin to an already up and running x-cart site. I already have a logo that I would like to have incorporated into the look and feel of the template. The person(s)should have a very good eye for graphic design and have knowledge of 'Smarty' as this is X-Cart's coding language. The store is running the latest x-cart version 4.1.4 The actual design will be left to the designer who can show me what they had in mind by looking at there portfolio. Because this is a store, it's important that the designer understand how to create a layout that leads to sales conversion. I need to have several of my existing security seals, and a LivePerson button that need to be incorporated into the design. Designer must consult with me on the project to make sure that the template layout is to my specifications.
