Create Loyalty Program Script for Native Apps Purchase

We will be using app building softwate to build IOS and Android music apps for Artists and Bands. We need to create a Loyalty Program for music fans who buy the apps we are going to build for the Artists and Bands. We therefore need to build a script to award and manage loyalty points when people buy our music apps from either the Apple or Android stores. We need to build User and Admin areas where users can register and then monitor + redeem their points, and an Admin area where Admin can manage points and leave notes about points redeemed. I think the best way of doing this is to work with Apple and Android's purchase verification systems. When a music album app is purchased from the App Store the script must check the purchase verification systems and award 10 points to the customer's loyalty account. If the customer buys a music album app from the Android Marketplace a few days later then another 10 points must be added to customer's account. We will award 1 point when customers purchased a "single music app". We need a good App Developer that can build this Loyalty Points system.
