I have been developing software for GPS Tracking Systems since 2012, have implemented 35+ GPS Tracking Systems, and have been developing software, and working with hardware since 1979 / 40+ years. What I recommend is starting with a tried, and proven GPS Tracking System, like Traccar or OpenGTS, and modifying the code to suit your requirements. Both Traccar, and OpenGTS are open source, and have no license or usage fees. Exactly what are your requirements? What type of tracking do you need to support e.g. trucking companies, taxi cabs, personal tracking, etc...
