Build application for Windows to display videos and allow users to rate them

This is a fairly simple project. I require an application developed to allow the display a photo grid. It needs to be 1920px X 1080px (Landscape) and will be used on a touch screen PC. The proposed use for this prototype is at a conference/gathering for people to view a video and anonymously rate that video. There would be a number of touchscreen terminals that users would approach and watch the videos. The user will tap a photo and will be taken to a page that has the corresponding video for that image. The video will autoplay full screen. There will be an Overlay at the top of the screen with Name and title of the presentation/video. Also on this overlay will be a Star Rating system. The user views the video and rates it. The user can close the page to return to grid/menu or at video end the page will auto-close and return to the menu. Voting is anonymous. The ratings need to be kept in a file. The file structure would have a new Row for every vote placed. Data captured would be: Presentation Name, Number of votes, Date, Time. If I can prove the concept is worth doing I will refine and add other features to the application. The layout, font and colours need to be able to be adjusted reasonably easy.
