Create Online Music Application Using Open Source Code

We have Music Maker software that is used by musicians to record, edit and mix music offline. The software is downloadable and is open source. So we have access to the full source code. Instead of downloading the software and using it on a local PC we want to use the source code to create an online version of the Music Maker software, so that we can record, edit and mix all our music online, instead of doing everything offline, using the software on our local PC. We need to work online so that we can work with other musicians located anywhere in the world instead of them having to physically come to us. We need to be able to create a project and then invite other musicians to login and work on the project. A musician or Artist must be able to plugin their mic or instrument into their PC and then play/record their instrument/voice just as they would be able to do if they were using the Music Maker software offline. After we have created the music we need to be able to export and download the track as an mp3 or WAV file just as we would be able to do if we were using the Music Editing software offline. 1. We are going to use Microsoft Azure to build, test and host the application 2. We have 2 or 3 open source Project Management/Team Collaboration software that we can use to enable musicians or artists to login and work on particular projects we create. 4. Any Developer that works on this project must be able to provide 3 to 6 months support for the all the work they do. Once again, we have a $150 to $250 (MAXIMUM) budget for this project.
