Custom VLC Video Player

I need a windows application that will run on Windows 7 and all versions of Windows 10. The player needs to be VLC player. The player MUST be on top of all other windows (do not allow start menu to show, any popups, messages, alerts, anything). The player must quit when you press ESC or q on keyboard. The player must ALWAYS be full screen. The player will show a config screen when you press the lower case L key on keyboard . The config screen will allow you to specify a config URL to an XML file (like the attached). The config file will list all of the media files you need to play, and the order you play them, and the coordinates on the screen to play them in. If the filename is not a media file, then you should use the latest version of embedded chrome to display the website If you see <embed>, then each time the playlist loops you will play the next file listed. The player needs the option to sync with other players, at the bottom there are client and servers. If a player is the client of another server player, it will play the same order file at the same exact time as the server. The application must be very good with memory management and not crash or quit. Must be able to handle errors and not have popups. Must be able to restart itself if it quits. Must be able to reboot computer when flag is sent in config
