We are implementing IPSec on a FreeBSD machine using Raccoon. We are receiving the following error messages:
2015-10-03 18:11:35: DEBUG2: Etype mismatch: got 2, expected 4.
2015-10-03 18:11:35: DEBUG2: Etype mismatch: got 1, expected 4.
I believe they are due to a misconfiguration in the racoon,conf file (attached). We need a fix for this. I will pay up to $25 for this.

You didn't attach raccoon config file, but looking at source code I think you have mismatch in exchange_mode.
On one machine you specified base (1) or ident (2), but peer is expecting aggressive (4).
