Create a Text Render Engine -- 4

This project is about creating a DLL library containing a Text Render Engine. It should be fast, high quality and handle comple languages (such as Arabic). The project is described in detail in the attached project description (PDF). Attached is also files required to test and verify the functionality, as described in the document. Bids should include a confirmation that all requirements in the document will be fulfilled. It should also include if the two optional functions is included or not, as described in the document. The bid should also include information about which programming language the library will be written in, and any other information that can be valuable when deciding between two similar bids. Finally it should include an estimated schedule for the project. The specified budget interval should not be seen as a limit. We will consider all bids, and try to find the one that gives us most value for money.
