Building a 3D base (residential development) from CAD plans

We require a set of provided CAD files to be turned into a low poly / high detail 3D residential, road, and parkland base for use in UE4. The model needs to have all detailed surfaces modeled and textured. The textures need to be applied to roads, kerbs, paths, grass areas and all other surfaces. These can be basic textures that we can modify. We will supply all files, including valued contours/surface/slope analysis output etc. needed to a shortlist of bidders for a precise quote prior to starting the project. Please indicate your specific experience in building accurate 3D bases from CAD files and provide references if possible. An ongoing engagement for similar projects is desired.
