Change video from landscape to portrait

$60 for ten minute project. Please see attached 2 second video. It is currently in landscape mode. We want to use this video as a splash screen for iOS and Android mobile app, however, we want the video changed to be in portrait mode. Audio must remain, background must still be black and match the existing black background, all images in the video need to be appear in finished video (meaning we want to see the full gold lines) image needs to be scaled proportionately and nothing is to be cropped out. We also want to add just a 1/10th of second of video before this starts so it doesn't start with the little gold line to the left side of the screen. Instead it starts as all black background. For someone with some video editing experience this may take ten minutes. We need the finished video in .mov and .mp4.
