Turn PSD file into 2 HTML / CSS / Javascript pages

!IMPORTANT! - I need this done *today* - I will select a bid within 1-2 hours and expect delivery today. It is honestly not that much work and more will follow if all goes well. I've already been burned by some providers on my deadlines. If you don't have time to dedicate to completing this today, please do NOT bid! I need someone to turn a Photoshop design into a functional web page. The page will have a drop down menu near the top of the page and a marquee scroller at the bottom in javascript/HTML, other than that, everything needs to just be laid out properly (pixel perfect!) and look the same in the following browsers: IE (6,7,8), Firefox, Safari, Google Chrome (if it works in safari, likely it will work in chrome the same). I will deliver to you two PSD (photoshop) files, from that I will need you to create the html pages, including the javascript drop down menu. I need the HTML to be 'smart', or appropriately designed - by that I mean that if you are going to just split it into 80 images in photoshop and call it done, then don't bid. I need you to be smart about how it is done so that we are using the least number of images as possible (it is already graphics heavy) and pieces can be updated and changed in the future. I will supply a site with a menu either identical or extremely similar to the menu we will want (it is the site we are replacing, so we are allowed to take anything needed). If you want to take the code from that site that is fine as long as you can get it to appear in the appropriate place etc. This is a simple project that shouldn't take much work but I just don't have time to deal with it right now. If this works out then there will likely be follow up items as my time is consistently constrained. This is an urgent project and I will treat it as such - I will select and award the winner in the next 1-2 hours!
