Redesign Existing Web Site Including Intro/Splash Page, Convert to Wordpress(repost)

I need to create a new design for my web site at www.statesattorney.org. I need a new DESIGN for both the first page that comes up, and for all of the "inside" pages, including the "[login to view URL]" page that comes after hitting the Home menu item. The new design should be database driven so I can change elements and content via a database. For instance, if I want to change a page element now, I need to manually change it on all 200 pages of the site -- I only want to change it once for whole site. ## Deliverables This information is added so bidder understands the scope of work. 1) The web site to be redesigned is [login to view URL] 2) The redesign includes the splash page and the main index page. 2a) "Splash" page is the first page you see when you go to [login to view URL] 2b) Main Index page is the index2 page that comes up after clicking anywhere on Splash page. 3) Note the many GALLERY pages, the redesign must include a way to post and edit new and existing galleries easily. 4) The whole site is updated with information DAILY and the manager wants to be able to do this easily. Right now I manage site through Dreamweaver, they want an easier way. 5) Redesign must include reposting all current content to new site. 6) ALL BIDDERS MUST INCLUDE SAMPLES OF SIMILAR WORK ALREADY DONE. 7) We are open to WordPress or similar platform. 8) Site will be hosted on IIS server. Right now we have NO databases set up. 9) Bid requiring database must include assistance with setting up database on host server. A BONUS can be applied to that part of work.
