Developer needed for creating a dedicated process(backend) for QR code generation and feedback loop

I have gone through the attached document stating the actual requirements and as the work covers many areas so the time frame has to be on the on the greater side for successful completion and delivery of the same. Would like to discuss some more details. Thanks.

I made a system for schools 1 year ago, which allows them to store private information and public information of students within the QR. Public information can be read by any QR reader but private information can only be read by each school's application. The system is used for Windows and for Android although it is not made in JAVA so it does not allow interaction with other programs which allows greater security because the viruses do not affect it. Although at this time does not generate the QR directly, this is a feature that can be easily included.
