Develop a new B2B, B2C e-commerce service website

Hello website designers: I am going to build a brand new B2B &B2C website, which will be an online service ordering platform. This website involves the following three parties: website, customer and service provider. I have a good template to imitate, email me to know the detail if interested in it. The process of our website is: 1) Service provider registers on our website, we publish their electronic services items and charge; 2) Customer can review content, place order and checkout online; 3) website delivers completed order through INTERNET FAX to service provider’s fax machine (has to be fax and email, but fax is the major way) ; 4) website charges commission to service providers according to the percentage of that total amt; 5) website compiles all kinds of statistical reports by the need of service provider; Once the order gets through the fax, we suppose that transaction will be done by service provider. Commission will be charged to service providers and they can appeal for refund in their online accounts within a certain time period. Customers can choose pay cash upon the service is done or prepaid online to website. Website will offer promotion code to the payment processed online. Every week, website reimburses the net amount (service fee minus website commission) to the service providers’ bank account. Here are some specific requirements of the website: a) Log in/ create account requirement: 1) Auto recognize customer’s IP and show in “search address”; 2) Customer can log in using existing Gmail, AOL, Yahoo mail and hotmail email accounts. And website pulls customers shipping address automatically; Customer can log in with their facebook account; that accounts become the website accounts; 3) Service provider registers its business information online and waits to be approved. Website creates service provider website account upon approval. 4) Service provider can change PW and create question and hints for security. b) Checkout and customer account management requirements: 1) Support Visa, master, American Express, Discover, Paypal and Google checkout; 2) Support the customized coupon code, special service provider coupon code, auto apply coupon (i.e. auto free shipping for orders over $100 ) through check out; 3) Customer can change shipping method and see the difference of total due. 4) Once customer completes the checkout, there are two options: a) keeps the order open for 10 mins for change or cancel; b) send order to service provider now. While the order is open, customer can go to account to choose “send order now”. Upon the fax sent successfully, website appears congrats page and sends email confirmation to both parties. 5) For the pre-order service, which customer pre orders 24 hours head or earlier, the open period can be longer depends on certain common situation. 6) Customer can review order history and repeat order; 7) Customer can appeal for refund through its account; 8) Service provider can appeal for commission that charged by website if they are not complete that order. 9) No.4 and No. 5 will be reviewed by website administrator to approve refund. c) Service category and search results: 1) The e-commerce product management system will classify service items with different labels, i.e., name, specialty, purpose, price range; estimated prepare time; coverage; style; material... Those labels will become the key elements that been searched, filtered and customized by customers. 2) Once customers input address, zip code, preference setting, and other advanced label filters, search result page shows matching items plus google map with matching items on it. d) Database requirement: 1) Website administrator can create, update and close service provider files. 2) Service providers can update their profile, add new items/pictures, update price; add promotion coupons (valid upon website approval). 3) Service Provider Period Reports can be generated by date, by item, by customer id, by time according
