designer for WordPress

Hi, I'm looking for an experienced WordPress website designer. Please see the attached documents. I need a designer to develop a website for Japanese people. The purpose of this website is to be a broker for Japanese people who want to go to the Philippines to study English. Which means that all the writing on the website will need to be in Japanese. I want to put an explanation above the website name to clearly show what kind of website it is.
