Build a Website

I'm looking for a website that will have two log in types. "employees" and "users" (not the actual names I'm going to go for obviously). I want the users to be able to log in, have their own portal, be able to post jobs they want done, or search the "employees" and select one of them to give them a quote. I want their records to always be there and tracked. For the employees, i want them to be able to see the posted jobs and search for them. They should be able to have their own portals, they should be able to edit them as well. I believe you would be using php/mysql for this.
