Build a Website

I need a complete ecommerce website that connects to MSSQL. But for right now i just need a quote on the part search portion of the site. I need it build phase by phase and this is how i would like to pay. I personally have experience in html, css, php, and sql. So, i will be working closely with the designer. I want this website to be built in html and css as much as possible. and for connecting to MSSQL i want to use PHP. A perfect example of the type i site i need is Discountautobodyparts.com. I sell auto body parts. I have already configured the data in MSSQL. I just need the site to be designed and setup to call for fields in mssql. I would like to build this website phase by phase. so i only want to be quoted for the first phase which is the part search. Attached are the picture of the first phase of the website. I need my site to do similar type of entry. Each one of the categories is based on the previous entry. they are subcategories of one another. most of the data will be retrieved out of one table in mssql. we can get more into detail when we speak. Keep in mind, i want this website to be light as possible so it can render fast in the customers browser. amazon, ebay, walmart are great examples of LIGHT websites. Less is better Eventually, i want this site to be full blown website where customers can login and view account history. I will also need a separate site where only my employees can login. the third attachment is something i need for my employees right away. it is about 5 or 6 pages site. please review that as well. Oh yes, i will need this website to be a fluid design (responsive design), so when the browser gets smaller to tablet or smartphone size it will adjust to fit.
