Build a freelancing kind ofwebsite

Hi Team , I want a website needs to be built same like freelancer website but not exactly the same with more good user friendly pages ( No third party templates used ) because this website needs to be unique and so I want you to make it purely by own. Description of Project : A website where employees from USA ( who wants to share their work burden ) registers and fill out their new job or current job skill sets. Also there will be employees from india who registers from India giving out their skill sets to share USA employees work load and earn money from them whenever these two people logins , they will get shown with prefered matches as shown in marriage matrimony websites ( got it ) we thereby acts as media in between them where they can search for workers Additionally there will be options like search , notifications bar, alert settings, dashboard ( where prefered matches can be shown ) , advanced search , chat messenger , user profile , account settings , photo etc you can imagine now what all required Also needed a administration page where I can login to get all user data ... And there should be a payment gateway ( Paypal ) where users needs to pay some amount to get registered on monthly / quarterly or yearly based subscriptions . You need to be responsible for making me this complete ( Everything from scratch ) project with lesser budget . my budget is 300$ ... bonus of 100 / 200$ will be added once after all done and if it is more better than what I expected after month usage Happy Bidding
