Customise Oxy Classifieds Functionality

I would like to require users who register with the site to be required to upload a photo of themselves with a print out of a unique code generated on the registration page - or conversely present a handwritten note displayed with their face showing the email address they are using to join. I would then need a section in the admin panel to review these photos, and then approve members on the site to post. I would like to have an email sent to the user when they have completed registration (informing them their application is pending review), and the a second email when I have approved them (informing them they can post). It would also be useful to be able to modify these emails. Please could you give me a quote to introduce this functionality to the script? Thanks for your time! Further to this, I would also like to require the same type of authentication of users responding to adverts.
