Convert an existing html+css website into a responsive website using bootstrap

Convert an existing website to run on bootstrap for it to be responsive. website only has about 19 html pages and 1 contact form, for the contact form I need to implement a new feature of Google's captcha (i'm not a robot). other than that there is a pages with a blog that takes it by an atom feed, there are some bugs in this page, i like them to be fixed. there is a slideshow using a jquery code on the main page. the background of the website also uses jquery to stretch no matter what the size it. maybe this script should stay or changed according to the new setup. there is a jquery code to make images reflections (mirror), it needs to stay. That's about it, everything already exists, the website is running a few years now. but all of it needs to be moved to a responsive set up using bootstrap and css3. and some bugs needs to be fixed. you should know what google likes most and do that.. my site ranks low since it's not responsive, if there are any other things to do about it please let me know.. content is in a language other than English.
