Customer Created/Updated Contact WebPage. Replicate-Automate

I have designed the interface artwork. I need a programmer to bring it to life! I want an automated webpage creator to provide our customers each with a contact page they can create/use/edit themselves. We want several customizable items on the page such as Name, Photograph (they upload), paragraph copy, phone number1, phone number2, email1, email2, website link1 (hyperlink), website link2. On the page is a Video that they can click play and watch at anytime (I provide). There will be a common link to a secondary tools page that needs to be password protected along with their user name. This accessed tools page will have several items for free stuff that I will provide and update. There will also need to be an EDIT button for the customer to login and make any changes to the customizable items on the page. These replicant websites need to be database driven and automated from a signup page to create a website extension including their username ([login to view URL] or [login to view URL]). Now I've seen this type of website programming and just know there is already scripting or software ready made or customizable for this but I am hoping to find someone that has this programming experience to save time and money in the implementation. I have the web hosting setup with PHP and Javascript but I don't have a programming language preference, as long as the website works. I will need this to be uploaded and tested by the programmer.
