Complete Video/Song Contest Website

Hi, I need a complete website for video/song contest. There will be several phases on contest: Phase 1: Accepting applications and uploading song/video to a certain date or number of applications. All uploads should be approved before getting published. Each video will have an ID. Members may upload more than one video/song. Phase 2: After ending phase 1, visitors will see 10 random videos but only members may vote. The voting will be between 1-10. A member may not vote the same video twice. If member wants to continue voting, may request another 10 videos to vote. Voting should also have necessary tools to promote on social networking (such as facebook like, tweetter etc buttons). The voting will be end at a certain date. Phase 3: Videos/songs graded 7 or above will be voted again. Calculation will be Grade=SOV/NOV where SOV: Sum of Grades the video received NOV: Number of members voted for the video Phase 4: All grades will be reset and the remaining videos/songs will go thru Phase 2 and 3 until there are only certain number (like 10) of finalists . Phase 5: The highest grade (among these finalist) will determine the winner. We also require SMS implementation as well. Voter may send SMS to a certain number to vote the video by writing video ID in the SMS. Each SMS vote may be counted as 3 or 4 votes (should be fixed in admin panel) Each member may have their own profile page. Participants profile page should have the videos/songs uploaded by the member and on the side of each video/song there should be information about the number of votes, sum of votes and the grade. The video player should be configured to show ads on under the video, beginning and end of the video. Participation to contest may be free of charge or paid, this should be set by admin in admin panel. A forum may also be implemented. AND A COUPLE MORE FEATURES I WILL DISCUSS WITH THE CODER. And there will be a couple of static pages like Terms and COnditions, Contest Rules, Contact etc. Security is very important so please pay extra caution for website security.
