Design/Code a Magento Site Template

BestBuy P.C.S. is a premier online retailer of high-end electronics. We provide customers with the ultimate home theater experience by offering a wide array of televisions, projectors, and home theater speaker systems. Our current site is [login to view URL] BestBuy P.C.S. was recently awarded the opportunity to begin doing government contracting through GSA, which gives us another venue to sell our products. In order to do this we need to create a new site with a separate brand and identity than our BestBuy P.C.S. site. This new site will need to run on Magento, but will not need any of the ECommerce features activated. We will not need a shopping cart, rather a button that tells the government contractors to call for a quote. Many of the same products from the BestBuy P.C.S. site will be featured on the new site, however we will only be including picture, description, and technical specs (much like a catalog site). We want the site to have a very organized search structure, and a much more modern design than our BestBuy P.C.S. site. The design of the site must also incorporate an "Americana theme" to signal to government purchasers that we are a retailer to government agencies. Another aspect of the site design is logo creation. The new site will be using a different corporate identity than BestBuy P.C.S. We do not currently have a logo for this corporate identity, thus we are looking for someone that can design the site as well as a logo.
