Membership sites

I have registered a number of urls relating to two respected sports. I aim to create live chat rooms (have this service) for these sports & then charge monthly subscriptions. I need to create script whereby at the end of each calendar month the password for the room can be changed. Therefore I suppose I need a script whereby my paypal option will charge for ? number of days until end of calendar month & then have a fixed recurring monthly rate. Would also be good if a member could earn 2 tier referral commission. in one of the sports there will be about 30 different chat rooms initially. In the second room I envisage one but if membership exceeds 500 then extra ones would be needed.
