I have worked on image recognition in past. I have used neural network, K- means in matlab for image recognition. From your requirement, it seems that it can be sone by block based image segmentation. Please share the exact image for more detailed approach.

Wen have our own algorithm written for OCR using tessaract OCR technology. It would not be an issue to do that. Only issue is we are working with Java. is it possible for you to work on Java? Please inbox ud for more detail discussions.
