URGENT! convert image to vector + finish image

Hi, I was working with a freelancer to make a cartoon to give as a goodbye present to my friends. He did an incredible job, but at a sudden moment he disappeared and never came online again on freelancer. The image is finished for 85%. Therefor I am looking for a very good illustrator to finish the cartoon. It should be put in vector first, and after that it should be finished. I have put half of the picture in attachment. The people are all finished. So they should be put in vector. But the sky and buildings are not finished yet. Also some touches should be added to make it a complete painting. If you are interested I can send you the whole cartoon, and a more detailed description of the things that need to be done. I am now looking for an honest illustrator, who can finish this project in 2 weeks time. I have chosen not to make a contest of this project, just to respect the time of all designers, however I am sure that we can arrange an agreement to do just a very small fraction of the cartoon, so I get an idea of your skills. I also respect motivated designers that push the limits, so if exceptional work is delivered, I am very happy to give a bonus at the end. Kind Regards and hoping for a good collaboration, J
