Friendly poker groups web site – design and development -- 2

Looking for a freelancer to design and develop a new web site, which will be a nice platform for friendly poker groups to document and be updated about their groups game results, season statistics, accumulated statistics etc. The web site is *not* for online poker games, but it's for adding more interest, fun and excitement to friendly groups that like to constantly meet and play for fun. It's also supposed to improve the group's consolidation, and help keeping their tradition and continuity. It's more of a social web site, for managing private groups games (those games are taking place only in real life, not online), and help tracking of accumulated statistics from those games. The manager (or the support, per request) enters the final data after every game, and interesting statistics is built as time goes by from game to game. Only the group members can see their league's statistics. Web site functionality depends on the kind of user that is surfing (Guest user which is not logged in/Registered user/League player/premium League player/premium League manager). There are 2 options that I consider (and I ask to bid for the average price between those options): 1. Freelancer will be responsible for all layers – DAL (I'll supply only a database structure that the freelancer will probably have to adjust and develop according to the functional and technical needs, coordination with me), BL, Graphic design and UI development, except 2 server's windows services that will be developed by me (these are engines that will be responsible for sending emails and make the statistics calculations asynchrony). 2. Freelancer will be responsible for all (meaning for those windows services development as well). The web site must support multi language, RTL-LTR, and be adapted to smartphones, tablets etc. Please notice that the development must be done with *Microsoft.NET 4 C#, in front of MS SQL SERVER 2012 (The express version should be fine), so a significant experience in those platforms is needed. Complete source code and all products must be supplied by the freelancer. Web site must be SEO friendly of course. The code must be clear, documented and easy for maintenance and changes for the future (for example for adding more payment methods). A detailed functional list will be supplied to the freelancer (and full web pages list with the needed logic description). Freelancer must supply Graphic design document (Pdf or Power Point) and sketches with some good options, and only after I choose and approve them, can start the implementation. More stages and features are planned for this project at the future, which are out of scope for now (such as IOS and Android application for example), and if I'll be pleased with the freelancer work and pricing, it's possible that the aforementioned job will not be the end :-)
