Hybrid / Native mobile application which can scan QR / Barcodes

I require a mobile application to be developed which can scan QR Codes / Barcodes. The application needs to be compatible on all mobile platforms (Eg. iOS, Android, BlackBerry, Windows Mobile). What I will provide: (1) I will provide a virtual hosted server running Windows with IIS. (2) Full technical scope of the requirements of this product. (3) Non-Disclosure Agreement which you need to sign before I can supply you with the technical scope. (4) Company logo which must be used as the icon for the mobile application, as well as to be used as the logo for the website. What I need from you: (1) You need to know how to develop an API which the application should use to communicate to the web server. (2) You will need to develop the website running on the web server (IIS), which will host all the information & database. (3) You need to know how to create & design the required database in MS SQL Server 2014 Standard. (4) The mobile application needs to be lightweight and not use lots of mobile data as our consumers have data restrictions. (5) You will need to develop the mobile application, and ensure that it does not contain bugs, so that the end-users do not get frustrated by an application that crashes. The above is just a quick summary of what is needed from you, however if you read through my full technical scope, you will quickly realize exactly what is needed.
