Reciprocal & useful links building

Hi, We need some additional help with our useful link building activities. We are a UK based design agency and have a useful links section on our website. We are looking for some additional help to research and post relevant links within our website directory. The listed sites should be of a good quality, meaning that they must be of a reasonable interest to any potential visitor who would be visiting from our own site. As part of the research and posting process we would also require an email sent to each listed site expressing the fact that we've listed their website and would be grateful if they could reciprocate. We do not require an aggressive SEO approach and would like to build links with sites of real use and potential interest. As our own site has a Goggle PR of 6 and the directory index listed as having a PR of 5 we would hope for a reasonable response.
