I have great hands-on experience for more than 10 years in various network technologies. I have Cisco CCIE Enterprise (Enterprise Core & Enterprise Advanced Infrastructure Implementation), Cisco Specialist - Enterprise SD-WAN Implementation, Juniper JNCIA-Junos (JN0-102) and JNCIA (Cloud) certificates. I need to understand exactly the needs of the ISP to propose a simple and effective solution that requires little maintenance. I have huge experience in the area because I worked 5 years at an internet provider, where I dealed with all that network management At the time we had 2000 customers. A simple proposal could be to configure a Squid proxy (transparent if necessary) coupled to a small Linux firewall (Ubuntu, CentOS or other) and add rules in your infrastructure firewall to force clients to pass their traffic through this additional firewall in order to provide transparent caching or manually configure all the clients. If necessary, access reports can be extracted from this proxy to monitor its effectiveness or network use by host. (out of scope) Its a smalljob but it shoud be fine tuned to work properly.
