As of my understanding you would like to control the PCB you have via BLE while the nRF52810 on the board run a GATT server and the PC (laptop) with the control GUI will manage it as a client device. Your description of the required device operation is really understandable and as of current state doesn't rise any question, tough clarifications and additional description of particular situations may appear during SW development. The OTA FW update could be done via the same interface (PC) you'll use to control the device, I wouldn't prefer to use an Android phone for this purpose for example. The timeframe and suggested price is present in my offer.

My core skills are C, Embedded C, C++, RTOS, Linux and firmware development. I have work experience in BLE technology with  Nordic nRF52840 DK platform and s140 softdevice (BLE stack). Recently we have done a project in which the device setup was similar to master-slave connection you mentioned in the requirement. We had used two nordic boards for the development, Master device (one of the nordic board) was connected to PC via UART. The master device reads the temperature from the inbuilt temperature sensor in the slave device periodically (used timer), PC can configure the period via a serial terminal and view real time temperature. I am a firmware developer who writes on Atmel platforms. I use Atmel Studios as my main IDE. I have worked with a variety of interfaces including SPI, I2C, USB, as well as BLE. If the device is not using Atmel hardware, I would have to brush up on the API calls that the manufacturer has for the device . I do not personally own any programmer hardware.
