Android application

Hi I have been trying to convert my idea of an app into an actual android app. Basically the data consists of an excel table with 2 columns. If the user enters the word in say cell A5, the output should be the word in cell B5. Additionally the user should be able to get suggestions for autocomplete for his entry. Thirdly, there has to be a panel at the bottom where ads can be displayed. If I wish to update the ads from my end would that be possible. Also can I force an update of my app database over the air. The app needs to work without a net connection. The developer will have to manage the monthly updating process for the actaul database(content provided by myself). will also have tp update ads on weekly basis(I shall provide ads using my personal marketing). In summary, help with design , development of the app along with the database management and managing the sync once the user access the internet.
